There is a legal control of closing time in Kyoto, of course there are some exceptions. Some places are able to drink until dead of night. Normally, the business time is printed on the entrance door but it little confusable way to write.
A day has 24 hours.
Nothing says Japan has 30 hours a day. It has 24 hours as same as others.
However the business time express with more than 24 hours.
If its opening time is 17 until 1 in the morning, it will appear as 17-25.
I know it is wrong but this is a normal way to write down business time of a bar or restaurant. And if you know this, it is less stress during the travel.
Additionally, 16-24 means its closing time is midnight.
